Andrew is a Director within the Bristol office of Avison Young. A specialist rating surveyor with nearly 30 years of experience, providing the full range of ratings consultancy advice.

Andrew has extensive experience in preparing rating valuations across a broad mix of property types, negotiating with the Valuation Office Agency, and representing clients at Valuation Tribunal. This includes advising on some of the largest rating list assessments in Bristol and the South West, particularly within the retail, office, and industrial sectors.

He has significant expertise in providing business rates advice to specialist areas such as hotels and leisure - where premises are valued using the receipts and expenditure method (R&E method) - as well as the motor trade sector. Public sector clients include Government Departments, Local Authorities, Universities, and Colleges, with particular expertise in contractor’s basis valuations.

In addition to challenging and reducing rateable values, Andrew advises on wider mitigation strategies, available reliefs and exemptions, and provides detailed budgetary advice, including projected rate liabilities for new or proposed developments.
